The state government has decided that all LPG gas connection holders under the Pradhan Mantri Ujjwala Yojana and registered under the Chief Minister Laadli Behna Yojana, having gas connections in their names, will be provided gas cylinder refills from September 1, 2023, at Rs. 450. The state government will bear the remaining cost of the gas cylinder. The outstanding amount for the gas cylinder will be credited to the accounts of Ladli Bahana. Orders to this effect have been issued today.
Eligibility Criteria
All consumers under the Pradhan Mantri Ujjwala Yojana and non-Pradhan Mantri Ujjwala Yojana category registered under the Chief Minister Laadli Lakshmi Yojana, having gas connections in their names, will be eligible for the benefit.. The remaining amount for gas cylinder refills will be available to eligible connection holders from September 1, 2023.
Eligible consumers will receive subsidy on each refill every month. Eligible consumers will need to purchase refills from the oil company at the market rate. Any reduction in the subsidy provided by the Govt of India and the market rate determined by the state government will be transferred to the bank accounts of eligible consumers.
In case of amendments in the market rate for domestic LPG refills, the state subsidy will also be adjusted accordingly.
Registration Process
The Ladli Bahana who already have a gas connection will be registered on the Chief Minister Laadli Behna Yojana portal. They may also be beneficiaries under the Pradhan Mantri Ujjwala Yojana. The registration process will take place at all centers designated for the Chief Minister Laadli Bahana Yojana is done.
Documents Required
For registration, gas connection consumer number and LPG connection ID will be required. The registration ID for the Chief Minister Laadli Bahana Yojana will be generated under this scheme based on the data received from all oil companies for the identification of beneficiaries.
Information about registered beneficiaries will be displayed on the portal from September 25, 2023, and will be periodically updated. Registered beneficiaries can check this information on the portal from September 25, 2023, using their gas consumer number/gas connection ID and Laadli Behna ID.
How will subsidy be calculated?
For consumers under the Pradhan Mantri Ujjwala Yojana, the data for gas connection holders and the refills received by them on a monthly basis will be made available to the department by the oil companies. The calculation of the subsidy amount will be done by the department. The payment of the total amount will be made to the oil company's bank account after the calculation of the subsidy amount.
The payment of the remaining amount to eligible beneficiaries' linked bank accounts will be made by the oil company. Information about the subsidy payment to eligible beneficiaries by the oil company will be made available to the department. From July 4, 2023, to August 3, 2023, even those beneficiaries of the Pradhan Mantri Ujjwala Yojana who have not separately registered will also have the remaining amount transferred through this process.
For non-Pradhan Mantri Ujjwala Yojana gas connection holders registered under the Chief Minister Ladli Behana Yojana, data on gas connection numbers, received refills, and the amount paid will be made available to the oil company based on the received database. The calculation of the subsidy amount will be done by the department based on this data.
The department will display information about non-Pradhan Mantri Ujjwala Yojana registered Chief Minister Ladli Behana Yojana beneficiaries who have received refills on a monthly basis on the portal. Payment of the due subsidy amount for non-Pradhan Mantri Ujjwala Yojana registered Chief Minister Laadli Bahana Yojana beneficiaries will be made to their linked bank accounts.
Grievances Addressal
Online Application will be created by the department to address and resolve the difficulties and issues that may arise in the payment of the state subsidy to eligible beneficiaries under the scheme. The department will make arrangements to address the complaints.
State-Level Monitoring Committee
In order to ensure effective implementation of the scheme, the Food, Civil Supplies, and Consumer Protection Department will be the nodal department. Monitoring of the scheme will be carried out at the field level under the direction of the Collector. At the state level, a committee will be formed under the chairmanship of the Secretary, Food, for monitoring, which will also include officials from the oil companies. Assistance from the Panchayat and Rural Development Department and Urban Administration and Development Department will be obtained for the registration work of beneficiaries.
The arrangement for providing gas connections to gas connection holders at Rs. 450 will be communicated at various levels to eligible beneficiaries. Information on the due subsidy will be displayed to eligible beneficiaries at each gas agency, local bodies, and authorized retail outlets. The process for transferring the subsidy amount to Pradhan Mantri Ujjwala Yojana gas connection holders who have refilled from July 4, 2023, to August 3, 2023, will also be done through this process.
